Perhaps Pulte have housing options that do not utilise CRH building materials? Therefore they may not have been fond of the idea of being limited to CRH blocks exclusively under the JV arrangement? They may have communicated to CRH that they were not interested (being limited to their blocks only), but could be negotiating with FBR now with a wider/cheaper variety of blocks, lintels etc to cover their complete range of house offerings. Only a theory.
