Trying to answer my question and yours...why did Bengwenyama not apply to Soupiana?

It has been argued that Bengwenyama Tribal Council make all the decisions and the Royal council are just advisors. We know the farms Soupiana and Nooitverwacht belong to the Bengwenyama-YeMaswati so what do you make of the original high court verdict with the Bengwenyama-YeMaswati Royal Council being the intervening party

"In the letter there is an exclusion of the farm Soupiana. That aspect is not relevant for the purposes of this decision"

Any idea's what thats about and what the letter reads?
