I actually asked this question (and others) on Investor Web, I've pasted the reply below (my bolding).
I would think those companies in the Rare Earth & E-Waste space who want 1st mover advantage will be keen to sign some sort of MoU well before the Demo Plant is operational. Even when its finished existing Collaborations/MoUs would take precedence over newcomers. There's only one plant and at the moment Gallium is at the forefront.

The primary purpose of the Demo Plant is to demonstrate our technology at a 1 tpd processing rate across different feedstocks, representing a significant scale-up from its early development. This staged approach is common for similar technologies as they progress toward commercial scale.

Regarding collaborations, we have several discussions underway. While we can only comment in general terms, some collaborations are likely to be executed before the 1 tpd plant is operational, given the success of our bench-scale testing. Others may follow as the Demo Plant proves its capability at scale, further supporting future offtake agreements with industrial partners.
