There are two things outside contracts that may also pump is up, the MK2 reactor working and graphite details. A graphite offtake would be huge as it may be a trigger. So much can happen that will set this off.

A graphite offtake agreement and you may see the ramp up of the CDP as a facility to produce graphite. they could use the hydrogen produced via a fuel cell to power the site. Just my thoughts
