look majority public listed or even government organisations hire some consulting company to decide fair pay but do you really think that their decision are independent? These companies pure signup to whatever the boss says...a typical HR business..!
if any CEO isn't happy with remuneration then they mostly find alternative company before moving out as position come with restrictions on next employment company plus notice period.
