The comment in the article from Sam Wills "Novonix needs to get the land (at Enterprise South) before Department of Energy funds will continue flowing" confirms, I believe, the main reason which will turn the loan from conditional to binding.
It is just a matter of the council entering into the sale and purchase agreement for the land and I believe the loan will be finalised shortly after.
I think the delay thus far in the council entering into the sale agreement is that they are checking with DOE behind the scenes as to their commitment to finalise the loan.
