I speculate that the majors actually have thrown HCH a few takeover offers which CE has refused and told everyone who is advising him to take it to F$#% off. This is the time for Majors to sweep both the copper and the water for a bargain price. CE probably wants to sell the water separately, and once he does this, the SP will boom as financial security is established, you could imagine why majors would really hate to see that happen.
