every cent spent should be on an open ledger like a blockchain ledger for example, this would help reduce the corruption and waste.

Not true as the crooks (ie bureaucrats and pollies) know that the majority of the people do not care, rarely get beyond the headlines and even if they did would not understand them

I certainly agree with the concept and one of the Baltic States does a audit of all new legislation to ascertain if it will achieve what it is supposed to achieve, and the Swiss go to a plebiscite on all main legislation, so openness is good and proper IMHO
