The current costs being capitalised are only 'capital' due to some detailed accounting treatment (but the underlying nature of the costs is what most people would consider to be 'operational').
Also - it depends whether they've actually completed the bulk of 'actual' capital costs related to commissioning or whether there will be blow outs in the coming months.
