Agreed. Delayed production with committed deliveries can lead to a liquidity crunch for PEN when they have to purchase from the spot market to meet commitments, depending on their implementation status at the time. They may be able to raise finance to cover this but we are unable to determine the current situation.
As is normally the case, uncertainty like this gives the market the jitters and it stops buying the stock. The longer until an update on progress is given with some indication of contract delivery dates, then the worse the SP will become.
