I think when a "penny dreadful" does a consolidation for appearances sake, but still has the same small MC and perhaps only a explorer/developer with no cashflow, then the strategy is questionable and the market is often sceptical or lukewarm at best. It is seen as trying to fake that you are bigger and better than you really are.
Dont think this applies to PNR. It is a solid cash producer, with a decent MC. Its is doing the consol as a peice of finance/accounting dept housekeeping rather than anything else. IMHO.
