Nearmap generate high res terrain maps as part of their orthorectification process. These are comparable to the accuracy of LIDAR data which is pretty impressive (approx 15cm accuracy). They use a photogrammetric process, with the added advantage of having a huge number of photos that enables them to reduce the errors derived from standard photogrammetry practices.
It would be a no brainer for Nearmap to be able to provide terrain data to a standard suitable for producing high quality flood maps.
