The DoD secures essential materials through various procurement programs, including the Defense Logistics Agency (DLA) Strategic Materials Division and the National Defense Stockpile (NDS).
Now I’m not saying that’s gonna happen - but Graphite in all its various guises is Critical in a number of high tech military components - if China were to even hint at a ban on exports…
