an MOU is basically an agreement to agree..nothing more, nothing less.
If you remember Arthur Dayly in Minder, "my word is my bond", well an MOU is similar. It lays out what both parties combined intentions are, usually goes through internal reviews and procedures before sign-off at senior levels.
While not legally binding, you will not last long in serious business if you make a habit of signing MOU and treating them as toilet paper. Word gets around.
