In order for you to justify your query of what kind of shop is this, you need to attach that to a credible plan of exactly which CEO you were thinking, how you were going to get them onboard with less than $500k salary, and explain the benefits of them over Simon. Maybe, perhaps, Simon knows other tech people that can fill his gap of CTO / Enigneering Manager. Maybe multiple. Simon isn't the only tech person, he will have friends and contacts, and I think you should give him a chance.
