It takes at least 15 years to get a copper mine actually producing. The only copper mine in the US that may get into production in the next 3-5 years is Resolution. That's it.
The only other action the US can take is ban exports of scrap copper going to China for reprocessing. Tariffs on copper in the short term will achieve very little in the US.
