When you realise a Soverign wealth fund also has different objectives its clearer as the majority of that 10 million USD is injected back into the Zim economy via the idle rig being there and not demobilised and government department employess, legal services having a job in completing the PPSA with now an IVZ office opening in Zim so its not really about making a profit from this money. Lest not forget Mangwana also received 500k of this money.
What actually doesn't make sense is if Mutupa becomes the Joint venture partner as they were already going to receive 40% of the profits of the resource so what does that mean they have to inject millions and bankroll the project to pay themselves a profit for what was going to be virtually free from someone else.
