Big, IMO you have it the wrong way around.

I agree that fear should not drive our lives - that's only for the paranoid who are most unfortunate.

On the other hand, it is not fear being used to manipulate people into thinking the untrue is fact. It is fact that is giving all thinking people cause for concern and action.

You might not be worried about a tidal wave now. That would be silly and based on no evidence at all. However, if you lived beside the beach at Byron Bay and were told that a tidal wave was heading your way in the next five hours, would you remain sitting there? Would you still sit there if you were given evidence of the tidal wave approaching?

Interestingly, yesterday people at Koo Wee Rup in Victoria evacuated their homes because they were informed of the floods. Were they manipulated by fear-mongering?

Fear is not the best emotion to drive action. Sensible actions to avoid impending disasters are best taken with a clear head and as many facts as possible.

People who inform themselves of the facts are less likely to be taking rash decisions based on fear, and more likely to take sensible decisions that will minimise risk and harm.
