A few things wrong with your statement. It is still a government concession and therefore it's a subsidy. The excise (tax) is applied at point of sale so the reality of the situation is different from your claim. You don't get $0.5/L~ cash non assessable refund for your dirt bikes, mowers, smaller commerical equipment fuel do you?
Do you think a $0.56/L cash subsidy (for some) for actually equitable compared to a lower fuel excise for everyone? I'd imagine a lower excise for everyone would disproportionately help individuals with lower incomes or those who run small businesses.
