    HRZ are their own worst enemy. Things move at a glacial pace. 3 months after POS merger they are now appointing someone for a study. My question is why not 3 months ago? Especially now we know the engineers have already got intimate knowledge. Sense of urgency contributes to analysis that these guys are dawdlers. Just saying
