I have to correct myself. According to the announcement, those short fall shares issued could be shareholders' additional shares application. Once it reached 750k, the underwriter ddin't need to chip in any money. So it tis possible that they just need to unload the shares bought in from supporting the right issue. So it just gives a lifeline for sometime.
