I am not sure other reasons why the existing site was selected. However, it is common engineering practice to select trial site at the worse site condition to demonstrate the technique can be carried out at any site conditions. I am very disappointed that so called expert panel is recommended that the trial site should be selected at a good site condition. This is not consistent with current engineering practice (may be they have no common sense and engineering knowledge at all).
