I agree, it's such a grey area that Jackson will again take a "reasonable person" approach. Advent will prevent hard data that contradicts the claims of the anit-PEP11 crowd.
The thing that goes against the Government is that there is nothing unique about offshore Newcastle that would warrant special treatment in comparison to Gippsland, Bass, Otway, Carnarvon, Browse, Bonaparte, or any other active offshore basin.
