Here's a challenge for you Tim, you can retain the casting vote, but how about electing a committee of 4 - 2x 2 scientists each of opposing opinions on climate change. Then report periodically the for and against together with your policy decisions presenting the results of the discussions and how/why you decided on each of them - making it subject to public scrutiny.
