Has anyone read this? It's not just about selling shares to current holders with $30,000 to burn. They also want approval to pay the directors in shares, if there's not enough money to pay them in cash. There doesn't seem to be any restriction on how soon those shares can be sold.
You don't need a capital raise to pay salaries if you can just create shares, then give them to hard-working directors who can turn them into cash. What's a little dilution, if you already have billions of shares outstanding?
