The entire sentence above is subjective. So it can be read in many different ways... However, "the balance," could be read as though they might have a percentage of the long lead items in hand. I'm making it up but maybe they have 80% of the piping, but need more, or maybe they have 75% of GN2, but need more... I don't know, just a thought again, on the subjective wording.
