From Lynas perspective it can be seen as a threat. If Lynas can sell everything it produces profitably, will the government stockpile from companies that cannot? Thereby propping up those uneconomic companies and potentially undercutting Lynas prices whenever the government needs or wants to sell. Not dissimilar to Chinese govt stockpiling and releasing, manipulating prices as they see fit.
