I think you are on the right track with GDY with your analysis but as far as other geothermal stocks I am not so sure. PTR is stuck in the mud and PAX has taken a huge dive over the last few weeks and now sitting on 5 cents.
I am glad I sold out of PAX when I did for 6.7 cents. At the time I was kicking myself as it went up to 7.1 cents for a few days, but look at it now. WOW
But yes, a govt announcement on carbon price could change everything.
