Imho a "policy" is not a short term "rule" for rigid adherence to in every HY period. Also "strategy" is not something I'd judge on a HY basis.
Far too premature to get hysterical about the deficiencies of a pretty decent dividend payout. If the next couple of dividend payments don't continue the move towards 50% then, and only then, imho you start to have a cause for complaint.
To say the company "lied" is far fetched imho.
