Allowing for dilution, a like for like all time high would be about 27-28c based on some bad maths. I think we've been diluted a total of about 35ish %. MC of the time was about 210m at 40c.
We'd have to get to near 300m to hit that again where as i think 150m post minister is not unbelieveable but optimistic. i think 100m is about right for a permitted but pre-construction low risk and low cost build..... so with my casio calculator, i'd anticipate 14c as a target post minister sign off.
