Totally agree with your hypothesis except for one thing. Everything depends on the time frame. You mentioned capex and contingencies. Are you talking for the next year, next 2 years, 3, 4 or for the ongoing life of the company.
I find most posters are only concerned with the SP, not the health of the company. ie do you want to company to be around in 10, 20 years time. Most posters couldn't care less. The BOD does.
