Its not "only managed".. It's standard software rollout procedure when it comes to franchises or franchise like structures, you first do 100 or 250 stores that are viewed as flagship stores, then once everything is stable deployment then is done to the rest of the eco system. You can't just deploy software to the entire eco system at the same time, it creates a nightmare for IT operations when they face issues, and slows down productivity for the users.
