"So why not show it in the jorc". Because it is not proven and to prove it and include it in the jorc costs money. It is an add hock that Can be commercial so has the possibility add to the balance sheet. It may also come with problems unforeseen as anyone that has seen this practice before knows.
If all goes smoothly, it will be money in the bank and very cheap to process.
