I dont think adjustments in top 20 needs announcing. Only Substantial holder notices if over 5% The 10 million could be 10 x shareholders at 1 mill each. if it was 10 Million to 1 person its less than 1% so they need to be holding 55 million prior to the addition of the extra shares.
