You are indeed incorrect. The feds have the final say in everything environmental. Wasn't long ago that Tanya stopped a gold mine extension worth $1b and thousands of jobs based on a very, very fringe indigenous group siting sacred land near the water source. That was even though the normal indigenous groups approved it and the objection has since been debunked but Tanya stayed true and denied the gold mine.
Also, Watt has been quoted as wanting to protect birdlife and hence our barnaby cockatoos may come into the equation.
It's also interesting to note that if the market deemed this a lay down mazaire for the sign off then the sp would be much higher than it is now.
