I agree. Every tactic was simply to delay. There are two documents that DISR created just after Husic became the decision maker. One was called "PEP11 the next steps". The entire briefing was redacted. The other was so potentially damaging to the ALP that as well as the briefing, the title of the document was fully redacted. I believe those documents detail the decision timeframe to ensure court action occurs post election. Those dirty little secrets become public if they elect to defend. I would dearly love to see them and the dozens of other documents that were redacted.
But, I don't think I ever will.
The ALP playbook was to do what it thought it needed to do to win the election. They have done that but I doubt PEP11 played any role in that. Now they will quietly fold.
