It's a time issue - some factories take 10 years to bring on-line. Big pity i you detroy the economy enough so that no one can buy products produced in the new factories.
In addition, many products are not actually produced in the US and would be up to three times as much to do so.
Add that to the lost exports that the US is experiencing and you have a recipe for economic disaster.
