As much as I would love ASIC to monitor penny stocks that are subjected to this sort of activity, I have a feeling that they are not resourced enough to follow every stock on the ASX.
If people are concerned that this is happening, ASIC has a report of misconduct section that you can submit information and evidence to. Maybe they will pick it up if there is substantial evidence.
