Vietnam actually has a highly advanced and well-regarded capacity with REE's. ASM has a JV with the vietnamese over magnet and metallisation (i believe), and several other companies are engaged with Vietnamese clay producers.
I know this is hard to stomach, but CSIRO isn't the duck's nuts when it comes to REE's. They are one of many institutes with knowledge and expertise. They are, however, one which has the least exposure to operating REE mines and refineries, with a fraction of the staff and expertise of the Chinese.
As for the announcement, well geez, what a surprise, this is a dog.
