Being in port docked with wind concerns is not a good place to be for a heavy vessel, neither is being alongside a carrier. But I don't think this stoppage with the transhippers is weather related. Current wind speed in port is 14kt. All available transhippers should have been in port to load up ready to unload to the carriers once the wind event has subsided.
