I didn't suggest that they stop providing IP. However, for many potential customers having the cost of designing and fabricating your own custom chip becomes a big barrier. So, where you say "making your own chips is cost, it's very expensive" yeah it is - so why make EVERY customer incur that expense? - Some may not need or can justify the expense - sell them chips - Some must fabricate a custom chip - supply the IP - Some might want to put a toe in the water with a chip then fabricate their own custom chip.
