Too true. There are many democratic countries where the constitution and laws favour the majority ethnic or religious group at the expense of minorities. Australia used to be an example back in the days of the White Australia policy and the US with its oppression of African Americans. Modern examples are Israel and Malaysia,
And, of course, most dictatorships also discriminate against minorities including most islamic dictatorships, Zimbabwe, China etc
