Without consolidation IMU will struggle to rise as traders can make a good percentage gain on a small rise. For example buy at 1.4 and sell at 1.6 cents and make 1/7 of your money as gain. Sell into news and buyback on drift down. Consolidation is a way to make this less attractive.
I have had two shares undergo consolidation this year and both have risen substantially. AZY and BTR. It is not a given that consolidation leads to lower share prices. The only thing that will send share prices rising is good news. Without pip traders after consolidation there is a better chance of holding gains.
