The Government should subsidise vertical integration. That is the only way to wrestle market share from the Chinese. Withholding raw material supplies is an other way to start controlling prices. Africa will never be a large contributor for materials that need a massive logistical framework to get it out of the continent. High value smaller raw materials like Diamonds and gold works in Africa. Shipping 94% dirt, does not. Forget that continent.
