Electric bikes have been popular in Europe for a long time. They have regulations depending on the type, such as speed limits, helmet requirements, insurance, and road rules. Although helmet use is highly recommended in most regions, it is not compulsory for all cyclists. In the EU, insurance is not required to ride a standard e-bike (pedal-assisted that starts electric assistance with the pedal), but it is necessary to operate s-pedelecs (able to produce higher speed) and throttle-controlled. Surely it's not hard to copy their regulations here.
