From this X post it seems quite clear that Musk seems to expect Congress to do as he says or the Republican side of Congress to do what he says, even Trump as President can't just dictate Congress Bills and Laws and for Musk who is an unelected citizen to think he should have the power to dictate US Gov Bills and Laws and spending levels and worse still actually expect that sort of influence over elected US officials decision making is a step too far and Trump won't put up with that type of thing, no crony capitalism with Trump.
