Built not built makes zero difference. I suggest that you look back at what really drives the price explorers. Hint, runaway legs higher in the mineral/s that they are targeting. Look at the recent Li bull market, and specs were all over anything that even remotely smelled of Li.
The price of silver hitting USD200.00 before the end of 2027, will send SVL exploding even if they don't turn another sod.
In fact, waiting for a miner to actually begin production of the first mine, more often than not comes with a lower share price.
