That was from the media. If you go to the Hansards and the original quote, he uses August in a different context and says by the end of the second quarter. Doesn't matter. If you think August, you should be pleasantly surprised with the end result. Not so confident that the govt will stick to its end of Q2 time frame but we have 3 weeks to find that out.
