That doesn't make sense. Buying is the opposite of shorting. They are either:
* covering
* buying to sell to shorters (which means they see some value, even if only in fees/interest)
* buying because they see value
* doing some form of index/custodial/administrative realignment for themselves or a customer
Most likely it's the last option. It doesn't equal shorting - but it doesn't necessarily mean anything bullish.
