I'll answer this for you. FID = Final Investment Decision, which is then the backbone for funding immediately after the decision is made. After FID you can start developing a mine, an hire contractors/constructors etc

So to be ale to make a FID decision after the DFS, you need all environmental approvals plus a mining licence in place before you can make that decision - then you can make a FID decision, one which bankers will then happily lend money. You can't make one unless you have the other elements. Put it this way - how many FID decisions have you seen done before the conclusion of EPA/environmental/granting of a mining lease/other processes which could take years for those processes to complete.

Corruption was the killer here - if your view is that AVZ should have informed the market as to the extensive delays in those approvals, then I agree with you. Did they know the extent of corruption and reasoning for the delay and what was going on behind the scenes - possibly, but it is the extent of knowledge that is the key.

Almost appears too me that at best greater clarity to the market would have led to an earlier trading halt but same result - what happened here was DRC and China used AVZ and AVZ funding to define a resource and do the DFS before all hell broke loose, and then the DRC held back the mining lease and other approvals which meant you can't do a FID (a Catch 22 scenario). 95% of the blame is on the DRC government and their crooked croonies as to why a FID did not happen here. 5% of the blame on AVZ for not informing the market earlier and not going into a trading halt earlier and then continually spending money on exploration.

No point pondering further the point - maybe you should have a VB, I had one before but you still didn't understand my post.
